The newly appointed Municipal Manager of Emfuleni Municipality Lucky Leseane was suspended with immediate effect for making decisions without seeking the council’s approval.
Leasane is said to have issued a memorandum to ELM employees about an annual salary increment that is due to them this year.
Leasane is said to have done so after consulting only with the Mayoral Committee (MAYCO), leaving out the highest decision making body, the council.
The decision to suspend him was taken during a council meeting. The decision was taken through a voting system.
His suspension is viewed by some as unfair and unprocedural.
The suspension seems not to have any terms of references or legal basis to stand on. There are reports of internal squabbles within the ELM about the MM position with many eying for the lucrative post.
Leasane was hired in February with a daunting task of turning around the fortunes of Emfuleni Municipality. He was expected to be the link between the Council and the administration when he replaced Oupa Nkoane as the new head of administration.
Mayoral Spokesperson, Lebo Mofokeng, did not respond to a question sent to her . The embattled ELM appointed Leasane in February this year.
